The Port Authority of New York and New Jersey (PANY/NJ) needed to replace the staffed shelter booths that the Port Authority Tunnel and Bridge Agents (TBAs) use to monitor traffic conditions inside the Holland and Lincoln tunnels. Two shelter booths are in each of the tubes serving the Holland and Lincoln tunnels for a total of 10, with four booths in the Holland Tunnel (two tubes) and six in the Lincoln Tunnel (three tubes).
