In 1978, the Wisconsin Vocational, Technical and Adult Education Board (currently, Wisconsin Technical College System Board, WTC) was attempting to implement new energy-efficient college facilities. This included a number of small campus facilities in smaller cities and several large campus facilities. Reedsburg Technical College selected a unique and new heating concept. This was an ice maker heat pump. This system was also used to do all the summer cooling. This was the first commercial use of ice harvesting equipment to heat and cool buildings. The system has operated for 23 years with only minor repairs. It has proven to be an excellent concept for efficient electrical heating of buildings. The system can be used for off-peak cooling. Even though the system has never been optimized for peak demand management, it has the lowest annual operating use of any other facility that has summer air-conditioning in the Wisconsin WCT system. Current energy use is 7.02 Btu/ft2 per degree-day.
