This standard details definitions, methods of measurement, and minimum performance requirements for 800 and 1900 MHz wireless base stations. Unless otherwise stated, the same requirements apply to both 800 MHz and 1900 MHz digital operation. These standards share the purpose of the other parts of TIA/EIA-136 (and subsequent revisions thereof) of assuring that wireless systems in conjunction with their base station equipment provide service to any mobile station (MS) that meets the compatibility requirements of TIA/EIA-136.

Additionally this standard details definitions, methods of measurement, and minimum performance requirements for 2 GHz wireless base stations. Unless otherwise stated, these requirements apply only to digital operation, within the regulatory mandates of the European Union "Electromagnetic compatibility and Radio spectrum Matters (ERM); Base stations (BS) and user equipment (UE) for IMT-2000 Third General cellular networks; Part 8: Harmonized EN for IMT-2000 TDMA Single Carrier (UWC 136) (UE)" covering essential requirements of article 3.2 of the R&TTE Directive. These standards defined herein share the purpose of assuring that wireless systems in conjunction with their base station equipment provide service to any mobile station (MS) that meets the compatibility requirements of TIA/EIA-136 operation within the IMT- 2000 frequency band allocation;

Compatibility, as used in connection with these standards is understood to mean: wireless systems with their associated base stations are capable of placing and receiving calls with any mobile station. Conversely, any mobile station is capable of placing and receiving calls in the cellular system via the base station equipment.

To assure compatibility, it is essential that both radio-system parameters and call26 processing parameters be specified. The speech-filtering, modulation, and RF-emission parameters commonly encountered in analog cellular systems have been updated as well as containing unique capabilities associated with digital systems and expanded to reflect the radio plan upon which these wireless systems are based. The sequence of call processing steps that the mobile station and base station (BS) execute to establish calls has been specified in other parts of TIA/EIA-136 along with the digital control messages or analog signals or both that are exchanged between the two stations.

Although the basic purpose of cellular telecommunications has been voice communication, evolving usages (e.g., data) may allow the omission of some of the features specified herein provided that the system compatibility is not compromised.

This part concentrates specifically on the base station radio transmitting and receiving equipment; it covers the MSC and the cell-control equipment only to the extent that compatibility with other parts of TIA/EIA-136 is assured.
