A training protocol based on pursuing optimization activities at water and wastewater plants over multiple years has been developed to allow operators and managers at small and medium-sized utilities to achieve the full capability and performance potential of their existing facilities. The protocol has been piloted in three different states and at 21 utilities. Documented performance improvement was achieved, with 18 of the 21 utilities gaining compliance with the Long Term 1 Interim Enhanced Surface Water Treatment Rule. Operational skills were enhanced to allow the facilities to continue to pursue optimized performance goals of <0.10 NTU. The protocol has demonstrated the potential to impact the way training is done for water utilities in the future. Includes 19 references, tables, figures.
