In response to Florida's growing need for water, and an historic drought experienced throughout
most of the state from 1999-2001, the Florida Department of Environmental Protection (FDEP)
led the development of a Florida Water Conservation Initiative (WCI), which identified opportunities
for improved water-use efficiency. This paper discusses important outcomes of the WCI
recommendations: the "Joint Statement of Commitment for the Development and Implementation
of a Statewide Comprehensive Water Conservation Program for Public Water Supply"
(JSOC), pending related changes to the "Water Resource Implementation Rule" (Ch. 62-40,
F.A.C.), and subsequent amendments to Florida Statutes. The intent of all of these actions is an
improved and goal-based, accountable approach to water conservation programs for public water
