This powerpoint presentation defines workforce planning as, "the strategic alignment of an organization's
human capital with its business direction. It
is a methodical process of analyzing the
current workforce, identifying future
workforce needs, establishing the gap
between the present and future, and
implementing solutions so the organization
can accomplish its mission, goals, and
objectives" (IPMA, 2002). The presentation then outlines a systematic approach to workforce analysis by addressing the
coming challenges through right
sizing, recruiting, retaining,
planning, and managing the
knowledge of its workforce. The approach has three components: workforce approach to Examine current workforce and
occupations and project the number and characteristics
of the jobs and number of employees needed; workload approach to define the amount and type of
work anticipated at a specific point in the future and use this to project the people and skills needed; and,
competency approach to identify sets of competencies
aligned with mission, vision, and strategic goals. This
approach assumes the workforce and workload
requirements have already been defined. Other approach elements include: identify key players; conduct scan; assess data; identify occupations needed; identify positions needed; identify skills and competencies; identify skills and competency levels; identify staffing and training needed; examine staffing levels; and, identify training needed.
