having a body of regulations will
lead to a purchasing and services
selection process that will insure
the best outcome. Topics presented include: the rules; those involved; consulting architects and engineers; perceptions of problems; helpful tools; examples; professional services; and, thoughts. Presentation conclusions indicate the following: some procurement rules work well most
of the time, we would do them anyway;
some procurement rules don't work, we
try to find a way around them;
need flexibility in deciding how to handle
each situation; and, avoid finger-pointing, the next job will
have different requirements.
