This powerpoint presentation begins by providing a brief overview of rate equity and the issue of affordability, and presents the hypothesis of "an assistance program is more effective and
efficient if the goals are explicit,
targeted methods,
avoid unnecessary program features, and
greater support." An example is presented of how the City of Portland Water Bureau aggressively addressed affordability by utilizing the following plan: survey of low income households;
development of an extensive assistance program;
monitor program effectiveness; and,
modify the program periodically as needs arise. Lessons learned include: customers don't utilize available assistance options
for many different reasons;
low income residential usage -
less than average residential and
similarly shaped frequency distribution,
both small and large users; and,
most customers have
no awareness of assistance programs and are
willing to pay a little to fund programs.
