A carefully planned and implemented long-term water conservation program can reduce water consumption by 10 to 20 percent over a 10 to 20 year period. This paper contains the methodology and results of analyzing and planning four water conservation programs. The methodology consists of creating case-specific demographic and water use databases, developing potential conservation measures, performing a cost benefit analysis, and selecting the appropriate measures to complete the conservation program. The four case studies described were completed in 1993, and include the City of Austin, Texas, Elsinore Valley Municipal Water District of Southern California, Boise Water Corporation, Idaho, and the Port Blakely residential development near Seattle, Washington. Each water utility or company had different incentives to conserve. All were required to submit a water conservation plan to their appropriate state agency, none of which required a minimum amount of conservation.
