The majority of public works construction is competitively bid and, as such, requires the preparation of detailed plans and specifications. For most agencies, major capital projects occur only at intervals, and generally the level of design expertise necessary to create detailed plans and specifications is not maintained on staff. As a result, sooner or later each agency's engineering manager is called upon to negotiate a contract with a design firm, and then manage the interactive design process to fruition. This paper is organized chronologically, with the first half of the paper focusing on design contract procurement and negotiation. Specifically, standards for the request for proposal, evaluation of the proposals, selection of a designer, and contract negotiation guidelines will be discussed. The appropriate minimum level of detail to require for a detailed design proposal, recognized industry norms for the proposal of and scope of design costs, and some suggested requirements for inclusion into the contract will be outlined. The second half of the discussion suggests approaches to design management. Various techniques will be discussed including the appropriate level of involvement, monitoring the design progress, documenting design changes, conducting value engineering and constructability reviews, and reviewing design service invoices.
