This paper discusses the development and refinement of a research protocol for conducting case studies that document the decision-making process as well as implementation and operational experiences. The protocol will serve as a guide for conducting case studies and will show how a utility can go through the process and end up with advanced DBP control strategies and costs that are real for each utility's circumstance. This paper will also examine the results of pilot-testing the case-study protocol, which utilizes an iterative approach, with the participating utilities as partners in documenting the case-study information. The steps of the protocol are included.
