In April of 1993 the City of Milwaukee and surrounding service area experienced an outbreak of Cryptosporidiosis. The Departrment of Public Works, immediately following this outbreak, directed a water system evaluaton study, which recommended three major improvements for consideration to the water treatment system: improved particle and turbidity removal by filtration and chemical feed systems upgrades; extension of the pumping station's raw water intake to improve source water quality for the purification plant; and, installation of ozonation faciliites as the primary disinfectant. The third item, ozonation, was chosen and is the subject of this paper. Topics covered include: ozone RFP 30% design; ozone 30% design and recommendations; feasibility of design/build; design/build procurement; request for qualifications, ozone design/build; request for proposals, ozone facilities; design/build agreement; ozone facilities implementaton; and, ozone as a primary disinfectant.
