After automating its customer information system and introducing handheld electronic meter readings, the City of Toledo needed to change meter readers routes to make more efficient use of their time. The rerouting process was automated to produce a dynamic, easily modified system. The rerouting project was separated into three phases: (1) the design of an automated mapping system, which included the consideration of CADD mapping software; (2) evaluating various methods of rerouting; and (3) implementation. A meter point based system was chosen for rerouting. Each meter in the system has a time value associated with it. Routing was done in a string pattern to link adjacent sites. The city wrote specifications for rerouting software after not finding any that suited its needs. The software is described; it entails integrating databases, customer information, and mapping.
