Mention SCADA to a consultant and his eyes light up. The creation of a SCADA system is, for some engineers, an irresistible challenge. SCADA systems are a great place to showcase one's talents and creative abilities. Unfortunately, too many consultants get carried away and oversell their clients on the merits and virtues of SCADA systems. They also have a tendency to present the client with a more complex, more expensive system than needed. This paper is about three aspects of SCADA system installations that are seldom discussed in the literature and in seminar presentations: the option of installing a simple system; the possible need to hire additional personnel or to change the personnel mix; and some advantages of SCADA systems from a management viewpoint.
