This slide presentation focuses on the Franzen Reservoir Rehabilitation Project by outlining information on: project history; project purpose; dam safety issues; design features; and schedule. The project objective was to rehabilitate Franzen Reservoir as a two-cell reservoir with a floating cover. Project background information includes: designed/built by City of Salem, 1950-51; 100 MG capacity, open single-cell reservoir; stores water treated at Geren Island WTF; and, provides critical storage capacity, particularly important during periods of high turbidity on the N. Santiam River during the winter season. The 1994 Salem Water System Master Plan: recommended replacement of 100 mg Franzen Reservoir; constructing two new 20 mg covered, pre-stressed concrete reservoirs at the Franzen site; a third 20 mg reservoir to be constructed at a site near Mountain View Reservoir in West Salem; and, questioning of seismic stability at Franzen Reservoir. The 1996 Safe Drinking Water Act Amendments (Long-Term Stage 2 Enhanced Surface Water Treatment Rule) requires uncovered treated drinking water reservoirs to be either phased-out or to have expensive on-site treatment upgrades done. Recommendations from the August 1999 Black & Veatch Report, "Franzen Reservoir Seismic Stability Floating Cover Evaluations" stated that the embankment is seismically stable, and that dividing the reservoir into two cells, and placing a polypropylene or hypalon floating cover on it is more cost effective than placing a reinforced concrete roof over the existing reservoir or replacement with two 20 mg prestressed concrete reservoirs.
