Seattle Public Utilities (SPU) has made a serious, comprehensive, and proactive commitment to address
security. The utility has developed a master plan for security improvements, including capital and life cycle
costs, focusing on achieving results across all lines of business: water, wastewater, and solid waste. The
plan incorporates the utility's needs around accessing control systems, communications, security control
center, facility improvements, staffing, use of security services, security intelligence analysis, and employees
to ensure SPU successfully controls its risks.
This presentation includes a discussion of how SPU structured the security master plan, established operating
and capital budgets and programs for security, achieved elected official and community participation, and
implemented new security policies, procedures, and training. Key aspects of the plan ensured successful
integration with a City-wide emergency preparedness and response framework, providing a long-term
