A productivity measuring system developed to assess the employees of the Santa Cruz Water Department indicated rapidly decreasing productivity rates. A program was developed with the goal of raising productivity levels through increased motivation based on improved job satisfaction. Job rotation, reduction of crew size, monthly production meetings, and reorganization decreased sick leave usage and substantially increased productivity levels. Includes 2 references, figures.
