In conjunction with a water and wastewater rate study conducted for the City of Lee's Summit,
Missouri Water Utilities Department, Black & Veatch developed an Excel spreadsheet model
for use by utility staff. The model is custom designed to match the utility's chart of accounts,
organizational structure, and other unique characteristics. It incorporates long-range financial
planning capabilities with debt issuance support, budgeting, and development of alternative
rate designs; and facilitates manipulation of a number of variables to create unlimited "what-if"
analyses to quickly analyze changes in the operating environment.
This paper demonstrates the capabilities of the model and how the Utilities Department utilizes
it in specific situations. Includes figures.
