This study discusses a comprehensive review of a billing process for recurring storm water and water/wastewater fees and charges. Two major objectives of the study were identified: to ensure that appropriate costs associated with billing, collections, and customer service are determined and allocated to Charlotte-Mecklenburg Utilities (Utilities), Charlotte-Mecklenburg Storm Water Services (Storm Water Services), and the City of Charlotte (City) General Fund in a reasonable and appropriate manner; and, to identify alternative methods for billing and collecting for Utilities and Storm Water Services activities and evaluate, at a high level, if any of the alternatives are financially feasible. To best address these objectives, Raftelis Financial Consulting (RFC) developed a project approach that included three primary tasks: Task 1 specifically addressed the first objective by identifying the full cost of the existing billing, collections, and customer service functions and evaluating the reasonableness of cost allocations to Utilities and Storm Water Services; Task 2 addressed the second project objective by identifying alternative methods for funding Utilities and Storm Water Services and, at a high level, comparing costs of the existing system to the most likely alternative; and, Task 3 complimented the first two tasks by involving benchmarking comparable billing systems from metropolitan areas across the country in areas of cost and cost allocation, performance metrics, staffing levels, and system functionality.
