The Yucaipa Valley Water District (YVWD) serves drinking water to 60,000 customers in the cities of Yucaipa, Calimesa, and unincorporated portions of Riverside and San Bernardino counties, approximately 70 miles east of downtown Los Angeles. YVWD has traditionally relied on groundwater from the Yucaipa Basin to serve the needs of its customers; however, the basin is currently being over-drafted and the YVWD requires a supplemental source. To meet this need, the YVWD developed plans for a new Yucaipa Valley Regional Water Filtration Facility (YVRWFF) to provide an initial capacity of twelve mgd (36 mgd ultimate) of high quality drinking water to their customers. This paper describes the following topics: source water quality and challenges to comply with Stage 1 and 2 Disinfection Byproduct Rules; total organic compound (TOC) removal, and disinfection byproduct (DBP) compliance strategies; the water treatment facility and provide an overview of the treatment plant construction and start-up; future plans to meet increased demands and anticipated regulations; the measures to ensure good distribution system water quality, including a water chemistry assessment, pipe coupon analysis, and corrosion mitigation strategies; and, a summary of design challenges and how they were met.
