This slide presentation outlines an effort by the Jersey City Municipal Utilities Authority (JCMUA) to get funding for security enhancements for compliance with the 2002 Bioterrorism Act. They were awarded the funding with the stipulation of including upgrades to the dam facilities and the money had to be spent in 4 months. The presentation outlines factors that were instrumental in receiving the government funding that included: have a strong relationship in
place with local first responders;
emphasize that water and wastewater
systems have important security issues;
have an up-to-date, articulated,
prioritized Security Upgrades Plan; and,
think outside the box on project
execution.
