PURPOSE AND SCOPE
This document specifies National Grid procedural requirements and guidance for the site installation phase of a capital project undertaken by an Electricity Alliance. The diagram immediately following this text summarises the scope of this procedure. The purpose of the procedure is to ensure the following.
a) That National Grid discharges its legal obligations with reference to safety, health, environmental and security (SHES) requirements – with a particular focus upon the objective of 'safety by design' – see UKBP/TP189.
b) That site installation accords with National Grid's Technical Specifications and project specific requirements.
c) That site installation is appropriately planned and integrated into National Grid's business process and the work of other National Grid management units, such as Maintenance Delivery Electrical (MDE) and Electricity National Control Centre (ENCC).
d) That both to satisfy CDM 2007, and to maximise power system reliability, those with site installation duties are confirmed as possessing the requisite levels of competency.
e) That site installation is carried out with a demonstrable level of governance – resulting in an effective audit trail.
This procedure shall apply to all schemes and associated site works which comprise the National Grid Electricity Transmission capital programme as defined in UKBP/TP146 Investment Process.
If by exception the Project Team considers that the scope of their work is outside that required of a main stream investment then they may apply to the Technical Assurance Manager (TAM) in writing with supporting information to seek agreement to deviate from this procedure. Any such agreement will be recorded in writing detailing the nature of the deviation for audit purposes.
