This document applies to organisations involved with any of the following:

a) planning or supply of OTP;

b) carrying out or controlling operations that involve OTP, OTM or Portable plant on Network Rail managed infrastructure and Network Rail projects; and/or

c) maintain plant

Purpose

The application of this guidance note contributes to mitigating the following risks:

a) compliance with legislation (LOLER, PUWER, HASAW);

b) damage to assets, e.g. RRV or its load hitting a passing train during ALO operation;

c) runaway/failure to stop on demand, e.g. OTP running away on a gradient;

d) collision, e.g. collision between a RRV and an OTM;

e) overturning, e.g. RRV overturning during lifting operations;

f) staff injuries,

g) incorrectly maintained plant
