The standard applies to Network Rail personnel who undertake Traction and HV Non-Traction Power Distribution maintenance activities, and isolation activities on Network Rail managed infrastructure.

It also applies to non-NR personnel at industry wide on the following competences: DIST08(Level D), DIST09 (Level C), DIST10 (Level B), DIST11 (Level A), DIST16 and DIST17.

Further requirements to support the implementation of this competence standard and framework for Traction and HV Non-traction power distribution equipment, can be found in the modules shown in Table 1. 

Purpose 

This standard sets out the minimum requirements for the training and assessment of personnel who undertake Traction and/or HV Non-Traction Power Distribution, and isolation & earthing activities on Network Rail managed infrastructure. 

It defines processes to be implemented and the standards to be achieved to confirm that personnel who undertake Traction and HV Non-Traction Power Distribution and isolation & earthing activities are competent to perform the work. 

This standard helps to support the Lifesaving Rules (Never undertake any job unless you have been trained and assessed as competent), compliance to the Electricity at Work Regulations 1989 and The Health and Safety at Work Act 2015.
