A Detailed Examination will apply to assets listed in Section 2 of NR/L3/CIV/006/3A where a Detailed Examination has been instructed by the RAM (B/C).

NOTE 1: In the case of a new site or asset the RAM (B/C) might wish to propose a visual examination methodology via a permitted variation.

This module applies to audits of Train Operator’s compliance with their obligations under the Station Access Conditions (Station Code) and Depot Access Conditions.

A Detailed Examination includes the examination of:

a) elements that are recorded within Network Rail’s asset management database for that site or asset;

b) collection of new or previously unrecorded assets;

c) mechanical and electrical fabric elements (typically fixings, containment systems and their subcomponents) for the following:

advertising hoardings and posters;

aerials and satellite dishes;

CCTV;

clocks;

Customer Information Systems (CIS);

lighting;

parcel storage cabinets;

pedestrian control fencing;

pipework or ductwork;

signage.

d) all integral parts of an asset, including maintenance and/or access facilities for the asset;

e) architectural features for example, quoins and corbels;

f) chimney stacks;

g) vehicular and pedestrian barriers and bollards;

h) parts of adjacent Structures and Buildings that provide support or bracing to the asset;

i) any fixed permanent access (and moveable access if certified for use) and/or maintenance facilities such as fall arrest systems, handrails or safety balustrades, noting any omissions;

j) where an Ancillary Structure (such as an Equipment Support Structure (ESS)) is attached to an Operational Property asset, the connection and interface between them shall be included;

k) where OLE is attached to the asset, the examination of the asset will include any protective screening;

l) any features within the vicinity of the asset which could potentially affect the condition and integrity of the asset, either by the presence or deterioration of that feature.

NOTE 2: highway drainage for example.

Purpose

This module sets out the requirements for a Detailed Examination applicable to Operational Property assets to mitigate the risk of functional failure of an Operational Property asset which might result in health, safety, environmental or operational incidents.

The data gathered pre-detailed inspection and detailed examinations will be used to inform decisions on the actions and remedial works that need to be included in a prioritised programme of planned preventative maintenance, repair or renewal (if required) until the next inspection so that there is no unacceptable risk to the safety or performance of the assets, public, staff or the environment.
