It covers requirements in the New Roads and Street Works Act 1991 expanded by codes of practice, it requires those with the correct accreditations to be assigned to the works. The works promoter has responsibility for the signing, lighting, and guarding of the works and for reinstatement of the street to the prescribed standards after completion of the works.
It covers the way in which Network Rail executes their major bridge and major transport works to derive the greatest benefit from the cost sharing regulations. It applies where existing statutory undertaker apparatus requires diversion or protection from the planned major bridge or transport works.
Purpose
This manual mitigates against the risk of deploying Network Rail staff or contractors on highways interface worksites without a NRSWA accredited Operative or Supervisor, as required by the New Roads and Street Works Act 1991 section 67 (section 126).
Where excavations take place the Specification for the Reinstatement of Openings in Highways and the Specification for the Reinstatement of Openings in Roads (for Scotland) sets the standard to mitigate against defects, as required by Sections 71(section 130). Following highway authority inspections any defects including signing, lighting, and guarding as required by Section 65 (section 124) are to be actioned within the timeframe specified.
To mitigate against 100% payment of costs for the diversion of utilities apparatus at major bridge or major transport works, to benefit from the cost sharing regulations, Section 84 and 85 (section 143 and 144), the process should be followed.
