This SIN applies to all traction and non-traction switching stations on Network Rail infrastructure and covers the following:

a) new requirements for Warning and other signs for a.c. and d.c. electrified lines; and

b) identifies hazards applicable to emergency services for each site and includes them on sign RTE 6011A.

Purpose

This Special Inspection Notice (SIN) has been issued in response to incidents that occurred on 11kV switchgear at Kenton substation on 16 July 2009 and Milton 25kVac Feeder station on 23/08/2013.

It is also in response to an incident at Oatlands substation on 21st September 2014 where a technician received an electric shock due to not removing fuses to isolate equipment before starting work on it.

This SIN addresses the following recommendations:

J1.6 & J1.8 of the Kenton Supplementary report,

A6.5 of the Milton incident report and

A6.1 of the Oatlands & Ash Vale incident report dated 25/05/2015.
