Purpose
RAR (Railway Asset Register) is a Network Rail database of infrastructure assets and hazards and the attributes of those assets compiled on a Territorial basis which is available to accredited users. It is used to support various business processes such as tendering for Contracts, production of Health and Safety Plans and the development of infrastructure schemes. It also contains the data for the National Hazard Directory in accordance with RT/LS/P/006.
This Procedure mandates the use of RAR and the processes for the management of the asset data held in RAR, the accuracy, currency and completeness of the asset data held therein as specified in the Network Rail Asset Data Management Manual and that it must be kept in synch with data held within MIMs (Minicom Information Management System) as per RT/E/P/02020.
This Procedure also sets out the roles and responsibilities for the implementation and maintenance of asset data management procedures and ensures that changes to the data, caused by changes to the assets, due to asset maintenance or renewal, is reflected in the database.
The System Owner and Custodian of RAR shall be the Information Management Head of Maintenance & Engineering Delivery. Information Management shall provide technical system and business support to its customers. Responsibility for the timely collection, validation, maintenance, integrity and audit of the data rests with the Maintenance and Engineering departments in the Territories.
This Procedure also mandates that, where responsibility for the collection of data is to be delegated to a contractor, the relevant Network Rail department must include suitable clauses in the contract to ensure that asset data is provided in a timely and accurate way as specified in the Asset Data Management Manual (ADM).
