This slide presentation begins with an outline of information on Charlotte-Mecklenburg Utilities' billing process. Project issues include: formal agreements about the allocation methodology of the billing process costs between the City and County; and, elected officials believed billing could be performed more efficiently utilizing another system. Project objectives included: ensure that appropriate costs are determined and allocated to utilities, Storm Water Services, and the City General Fund; and, identify alternative methods of billing for utilities and Storm Water Services activities and evaluate financial feasibility. Project approach included: Task 1 - identify the full cost and evaluate the reasonableness of cost allocations to each entity; Task 2 - identify alternative methods for billing utilities and Storm Water Services and, at a high level, determine financial feasibility; and, Task 3 - benchmark comparable systems in areas of cost allocation, performance metrics, and system functionality.
