This module specifies the process, delegated responsibilities and administration arrangements of System Review Panels within Network Rail. It also specifies their key interfaces.
System Review Panels are change review bodies. They are not responsible for sponsoring change.
System Review Panels do not review documents dealing with the management of risks only extant during project implementation.
Purpose
Network Rail Acceptance Panel (NRAP) oversees, in accordance with NR/L2/RSE/100/01, the Network Rail processes for the review of proposals to introduce:
a) new or changed rail vehicles onto Network Rail infrastructure under the provisions of Railway (Interoperability) Regulations (RIR) or the Railways and Other Guided transportation Systems (Safety) Regulations (ROGS);
b) a Change to Network Rail infrastructure;
c) new or modified products being used as part of Network Rail infrastructure.
Network Rail Acceptance Panel delegates some of this work to System Review Panels, and this module is the generic remit of System Review Panels.
It is part of a suite of processes governed by Network Rail Acceptance Panel (NRAP) to provide appropriate review prior to projects, products and vehicles being brought into service.
