This module provides:

b) a suite of template documents that can be used to support the following types of projects when directed by the process in NR/L3/OHS/005:

1) car parks:

   i. near track, servicing station.

   ii. near incomplete track and/or station, to service station when track and/or station are complete.

   iii. near track, not servicing station.iv. away from track, not servicing station.

This module does not apply to any project that does not meet the definition of High Street Environment or has the potential to transfer safety risk to or from the operational railway.

A user guide explaining the steps required to modify and complete the supporting documents is available in the Network Rail IMS. Where external users wish to use the user guide, they should request a copy from their Network Rail point of contact.

Purpose

This module provides references to a catalogue of supporting documents that:

a) help Network Rail teams decide whether a project is a High Street Environment project;

NOTE: The decision is made by completing a Common Safety Method Risk Assessment (CSM-RA) for a limited set of generic High Street Environment (HSE) design and construction project scenarios . For each scenario, the following are provided:

  1) System Definition based on NR/L2/RSE/100, Module 02, Form 06

  2) Hazard and Operability Assessment (HAZOP)

  3) Condensed list of hazards (HAZID)

  4) Hazard Record

  5) Context and Interface Diagram

b) confirm which Network Rail standards are to be applied to the same limited set of High Street Environment projects.
