Dynamic Risk Assessment (DRA) is a process which facilitates the effective management of safety risk during unplanned, unexpected and evolving situations. It is not an alternative to planned and proactive risk assessment for normal work situations, nor is it a mechanism for bypassing rules or standards during planned, recurring, routine or scheduled work.
The DRA process is to be used in conjunction with the modular Rule Book, Group and company standards and the National Operating Instructions.
Its application should be limited to Network Operations Management staff seeking to assess operational risk, and identify control measures in connection with incidents affecting the normal operation of the railway. Specifically it should be used when there is no rule to cover the situation but actions must be taken to resolve the situation.
PURPOSE
This procedure provides a continuous assessment of risk in the rapidly changing circumstances of an operational incident to implement control measures to make certain of an acceptable level of safety.
