a) The decision making tool process is to be used in conjunction with GE/RT8000, Group and company standards and NR/OPS/NOI.
b) Its application is to assess operational risk and identify control measures in connection with incidents affecting the normal operation of the railway. However, the process is not limited to use by Operations staff. Specifically, it should be used when alternative actions are to be taken to resolve the situation.
c) The decision making tool is a requirement of Health & Safety at Work Act Sections 2 & 3 in that opting ‘to do nothing’ can place staff and public at risk, regardless of what is stated in the Rule Book or other operating standard.
d) The scope of the process does not cover the response to environmental emergencies but may be used to manage the operational aspects of these incidents.
e) The scope of the process does not cover access onto the infrastructure as defined within NR/L2/OHS/019.
PURPOSE
This procedure is designed for all possible options to be considered during an emergency to allow the safe movement of trains or manage a scenario that has resulted in or might result in harm or an adverse impact on passengers or staff. This includes the approval of a temporary method of work following an emergency incident or due to network condition. It will also provide a mechanism to facilitate access during line closures when operating locations are closed.
The procedure is not an alternative to planned and proactive risk assessment for normal work situations, nor is it a mechanism to bypass the normal deviation process from rules or standards for planned, recurring, routine or scheduled work. The procedure will allow for improved review of customer requirements where:
a) there is no rule, standard or process to cover the situation;
b) when there are conflicting rules, standards or processes that could introduce confusion or risk in the situation;
c) applying the rule, standard or process in the situation will introduce risk and a safer alternative exists; and
d) where the application of the rule, standard or process is grossly disproportionate in the situation.
