This module is applicable to the Supply Chain Operations managed fleet where Network Rail is identified as the Entity in Charge of Maintenance (ECM) on the National Vehicle Register (NVR).

This module is applicable to all SCO teams responsible for the engineering and management of SCO T&RS and OTM assets.

SCO owned assets which have a third party ECM identified in the NVR are not in scope of this module.

On-Track Plant (OTP), Mobile Depot Plant (MDP) and Fixed Depot Plant (FDP) are not in scope of this module. 

Purpose

This module provides requirements and procedures to enable Supply Chain Operations (SCO) to comply with Railways and Other Guided Transport Systems (ROGS), with the requirements of NR/L1/RMVP/0001 and NR/L2/RMVP/0090 (where specified) and enables the implementation of an ISO 55001 compliant Asset Management System (AMS) within SCO.

This module provides requirements for the technical input into the driving and operation of SCO fleets and defines driving and operational requirements to establish an ISO55001 AMS within SCO for T&RS and OTM assets.

The application of the requirements and procedures contained within this module mitigate the following high-level risks:

a) Non-compliance with legislation and regulatory requirements.

b) Maintenance safety risks posed to staff undertaking maintenance on Network Rail On Track Machines (OTM) and Traction and Rolling Stock (T&RS) assets

c) Driving and operational safety risks posed by Network Rail OTM and T&RS assets when operated on Network Rail managed infrastructure.
