The SIN applies to all automatic level crossings.

The types of crossing in scope include the following. The list may not be exhaustive:

• Automatic Half Barrier (AHB); equipped with road traffic lights and audible warning
• Automatic Half Barrier with local or remote monitoring (ABCL, AOCL, AOCL+B, AOCR); equipped with road traffic lights and audible warning
• Footpath Crossings, Station Crossings, User Worked Crossings; equipped with miniature Red/Green lights (MSL, MWL, Overlay MSL) with either Red and Green or Red and White Lights
• Station crossings (commonly termed "Barrow Crossings"); equipped with white lights that extinguish as a train approaches.

Full barrier crossings are not included in the scope of this project, as they are not the subject of the RAIB Report recommend.

The Warning Time starts when a train strikes-in, when the level crossing gives the users the "stop" message or the yellow aspect on Road Lights. It finishes when the train arrives at the level crossing area.

Purpose

The purpose of this Special Inspection Notice (SIN) mandates the process to define the scope for recording and assessing the warning time given to the users of automatic level crossings.

This SIN represents the first stage in accomplishing the objective to eliminate excessive warning times at level crossings. The data produced by the process mandated by this SIN will be used to scope the action plan to measure and assess the recorded warning times of trains.
